The Former President's Woke Alarm Overlooks Europe's Real Threat: Technological Decline.

The recent US national security strategy offers a misguided assessment of the European Union. The document asserts that unrestrained immigration and so-called "progressive" policies represent an grave risk to the continent's identity. However, this perspective is based on a fundamental misinterpretation of the situation. The true challenge facing Europe is not societal but economic and technological lag.

The Stark Economic Divide Separating Europe and the US

The data paint a sobering picture. Between 2008 and 2023, US GDP grew by eighty-seven percent, while a mere 13.5% growth for the EU. During this time, EU GDP per capita dropped from 76.5% to just 50% of the US level. Remarkably, even Mississippi now has a higher per capita income than major European economies like France and Italy.

Today, roughly half of the world’s top fifty tech companies are American, while only four are European.

The Technological Deficit: The Core Question

The growing disparity is driven by stronger productivity growth in the United States, largely due to technological innovation and higher total factor productivity. The scene of world technology dominance is decidedly US-centric. In the last five decades, hundreds of American startups have scaled into enterprises valued at more than $10bn, compared with only fourteen in Europe.

This gap raises a pressing issue: In the race for future industries like semiconductors, AI, and fusion energy, what is the EU positioned? Experts widely agree it is largely a contest between two involving the United States and China, with European nations entering at a clear disadvantage.

Root Causes of Europe's Technological Lag

Several major factors explain this technological divide.

  • Financing Ecosystem: The US boasts a much more robust and agile network for financing new ventures. The EU still lacks a true capital markets union, which caps the growth potential of new firms.
  • Regulatory Fragmentation: Complex and divided rules hamper Europe. A American entrepreneur can introduce a product under a single regulatory framework to access a market of hundreds of millions. The EU, despite a bigger population, is divided among 27 different national regimes, creating huge internal barriers.
  • Mindset Differences: Attitudes toward risk-taking differ sharply. In some EU nations, business failure was historically viewed with stigma, whereas in the United States, it is often considered a badge of experience.
  • Military Investment: The US benefits from a tightly woven academic-military-industrial complex. Europe's chronic underinvestment in military capabilities has weakened its ability in pioneering research.

The Road Ahead: Reasons for Hopefulness

In spite of these challenges, there are causes for hope. European leaders are growing more conscious of the existential challenge and have begun to propose substantial change. Key reports on European competitiveness and the single market point to the necessity of major changes.

With the right incentives and regulatory reforms, Europe's strengths might enable much higher levels of business-led breakthroughs.

The continent still possesses considerable strengths: high-quality workforce, top-tier education systems, and premier labs. Coupled with a vast domestic consumer base and high savings rates, these foundations have the potential to unleash a new wave of venture creation.

Crucially, even if Europe does not become the leader in developing cutting-edge technologies, it can still significantly increase productivity by adopting and adapting advancements from elsewhere.

An Inflection Point

Europe now faces a decisive crossroads. As the saying goes, decline often happens "slowly, then all at once". So far, the continent's technological decline has been gradual. However, without bold steps to address its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible decline in global economic relevance.
